The mission : to ensure that the HSE requirements are met for the transshipment of a cargo, on behalf of its owner, at port (one ship at port and the second alongside it, or between two ships, via port) or within a harbour, avoiding all material, human, and environmental harm.

The challenge : to protect your interests. Covering the HSE (Hygiene, Safety, and Environmental) requirements for a transshipment is an obligation which may lead to criminal prosecution and severe financial losses.

4SA’s commitments : we are fully aware of the level of responsibility involved and for this reason, we entrust the assignment to experienced HSE officers with a background in the merchant navy, who are trained by us in safety procedures. We were the first company to formalise these procedures from A to Z. At 4SA, these officers are referred to as TSOs (Terminal Safety Officers).

At 4SA, the TSOs who are responsible for these operations also have the expertise required of Loading Masters and Superintendents.

Your 4SA TSOs take on the responsibilities required of them by transshipment agreements, put secure transfer measures into place, and monitor them (hoses, pressure levels, product compatibility, best practices) whilst working concurrently on other assignments. They also regularly and accurately check all points on the STSSCL check list (Ship to Ship Transfer Safety Check-list), ensuring you the highest level of safety. Should an actual risk be detected, they are able to stop the operation, until the required level of safety has been restored. They also correct non-critical mistakes and if required, put into place preventative and corrective action for the medium and long term.
